vettie's second-in-command and peacekeeper between her and her inferiors. common sense and people skills make penelope a distinguished bi. she has a scar across her nose that she came back from tser with one year & not even vettie knows how she got it.
isn't above using her siren song & extremely skilled at making it look like an accident. errs on the side of overconfidence and sometimes that doesn't end too well.
